Introduction

Local journals play important role in developing countries like Nepal in disseminating country’s development information. Authors who contribute to science and policy usually begin by publishing in local or specialized journals. In a country like Nepal, local researchers help sharpen understanding of problems: how they affect health and development; the knowledge needed to address them more effectively; how progress can be evaluated ; and how poverty reduction, health and development strategies can be improved.

With experience, authors contribute knowledge and public awareness of programs and policies to readers at home, then also regionally and globally through journals with a broader scope. In Nepal, the problem of disseminating knowledge through journals is related to publication cost. If the journals could be published electronically and support for open access journals then these fixed cost can be reduced to a considerable extent.

By using open source software named Open Journal System (OJS) developed by Public Knowledge Project, the electronic version of journals can be created.
